“Including the Excluded” is a working paper in the World Resources Report Towards a More Equal City. It reveals how cities in the global South can create policies, legislation and practices that support informal workers while promoting economic productivity and environmental sustainability. 

“Including the Excluded: Supporting Informal Workers for More Equal and Productive Cities in the Global South” was authored by Martha A. Chen (Senior Advisor at WIEGO) and Victoria A. Beard (Fellow at WRI Ross Center for Sustainable Cities).

At the event, the paper’s authors were joined by Rubbina Karruna (Cities Adviser, DFID), Judy Baker (Lead Economist in the Global Practice for Social, Urban, Rural, and Resilience, World Bank), and Oliver Azuara (Senior Economist, IDB) for a panel discussion on the findings and recommendations outlined in the paper.
