This paper looks into existing and available literature and information on the extent and nature of legal exclusion of informal businesses in the Philippines by looking at the existing legal mechanisms as provided for by Philippine laws that affect or impact on informal businesses; the inadequacies and deficiencies of such legal mechanisms to empower informal businesses; and the primary issues and challenges to improving legal mechanisms that presumably target informal businesses.
