A critical source of success of the Belo Horizonte model of including waste pickers into urban plans has been the high level of organization among workers, and the support these organizations have leveraged from government and private sector.
This brief outlines the nature of this collective action, and traces the genesis of the Municipal Waste and Citizenship Forum of Belo Horizonte (FMLC) – a forum that brings together stakeholders in Belo Horizonte’s recycling schemes. The brief analyzes the FMLC, its characteristics and its contribution to furthering the inclusion of informal workers within the solid waste policies of Belo Horizonte.
