Home-Based Workers’ Access to Social Protection: Lessons Learned from the IDPoor Programme in Cambodia

This joint WIEGO and HomeNet Cambodia study adds to the limited research on home-based workers and their access to social-protection programmes in Cambodia. Home-based workers in Cambodia and their families face a wide range of occupational, environmental and health risks that can push them into poverty.

A key finding from the study is that the characteristics of the survey respondents all suggest a high level of vulnerability related to poverty and informality.

Other key points include:

  • Access to the IDPoor Programme is crucial to mitigate against the risks faced by home-based workers, yet many are left out.
  • While there are innovations in accessing IDPoor, further efforts can be made to broaden and enable inclusion of non-destitute but still vulnerable groups.
  • Implementation challenges include the need to increase the awareness of the IDPoor Programme (including digital literacy), and enhance transparency and accountability.
