How Zoning Regulations Can Recognize, Enable and Anticipate Home-Based Work
Although zoning regulations have historically been a source of exclusion for workers in informal employment, when used differently zoning offers a potential tool to promote economic inclusion and to enhance home-based workers’ contributions to a city’s economy and workforce. This brief offers a framework for how zoning regulations can support home-based work and analyzes four propositional principles for these regulations through case studies from India, Brazil, Thailand and Kenya. In each case, the brief explores how zoning regulations can (1) recognize home-based work, (2) remove hindrances, (3) enable and (4) anticipate home-based work.
