Livelihoods for the Urban Poor: A Case Study of UMEED Programme in Ahmedabad

Abstract: Recent policies have given emphasis on eradication of poverty, both economic and of opportunities and living conditions. However, due to liberalization and changing environment there are changes in the employment situation resulted in an increase in the share of the already large informal and unorganised sector in the recent years. The government of Gujarat has finally come up with innovative solutions to creating choices for the urban poor through various solutions and multiple dimensions. UMEED is an ongoing initiative under the Rs 13,000-crore Garib Samruddhi Yojana of the Gujarat government which aims to achieve sustained reduction in the vulnerability and poverty of the poor. The program provides job training and placement to

youth from vulnerable families across Gujarat. Implementation of the UMMEED in Ahmedabad has been quite unique due to strong support of the local NGOs. But its coverage is very limited as it has not address the basic livelihood issue of the larger section of urban poor. Even as a limited coverage it appears that most of the beneficiaries have gained knowledge of basic computer and few state-of-the-art software necessary to be learnt in today’s technologically advancing world.
