The aim of the consultation on public space in Dakar was to create a platform for the exchange of information between authorities and street vendor representatives about the challenges and opportunities for inclusive public space management in the markets of Dakar. The consultation brought together various actors (mayors, street vendors, lawyers, etc.) around the same table in a non-confrontational space with the aim of fostering mutual understanding.
The Decentralization Act III of 2013 created new jurisdictions for public space management in Dakar. In this context, street vendors and their representative organizations often struggle to identify the proper channels for obtaining information and resolving conflicts related to the management of public space. This exchange aimed to clarify questions around the new governance landscape under decentralization and to bring to light opportunities that exist within it.
During the meeting, representatives of street vendors' organizations presented the issues they have faced in the past related to market management and resettlement policies. Representatives of municipal and state authorities clarified the current institutional framework for decentralization and management of street sales. The meeting concluded with a discussion of opportunities for increased dialogue and cooperation between sellers and authorities. This consultation formed part of a series of consultations in WIEGO’s Focal Cities relating to public space, which were part of a Cities Alliance-funded project on the topic.
