This paper tries to measure the vulnerability in urban labour markets by introducing a new form, wherein job security and social security have been included as two components for measuring vulnerability. The empirical analysis shows that the overall quality of jobs in the urban labour market is quite low. The result also points to significant gaps in employment quality between the migrant and urban local workers, while the major difference between them stems from the disparities in social protection. Thus, increasing the coverage of social protection, especially for migrants, is of great importance for achieving inclusive growth under the current situation.
